The Paris Club 2021 Annual Report

In 2021, the Paris Club continued its efforts to very actively promote coordinated multilateral solutions to sovereign debt problems encountered around the world. Its considerable efforts resulted in the exceptional measure adopted in April 2020 by the G20 and the Paris Club and extended until the end of 2021 to provide support to the 73 low-income countries during the crisis linked to COVID-19, in the implementation of the extensions of the debt service suspension initiative (DSSI).

Since the expiry of the DSSI at the end of December 2021 and in order to address the significant debt vulnerabilities in low-income countries, Paris Club creditors continue to affirm their determination to implement the Common Framework for debt treatments beyond the DSSI. This Common Framework makes it possible to respond in a coordinated manner to all eligible countries which request it and which need to benefit from treatment of their debt in accordance with the parameters of the IMF Upper Credit Tranche Program.
