Companies May Operate at 100 Percent, These are the Conditions

JAKARTA, KOMPAS.com – The Ministry of Industry (Kemenperin) allows companies to operate 100 percent. However, there are conditions that must be met by the company.

This is regulated in the Circular of the Minister of Industry Number 5 of 2021. This is concerning Amendments to the Decree of the Minister of Industry No. 3 of 2021 concerning Operational Permits and Mobility of Industrial Activities (IOMKI) during the Covid-19 Public Health Emergency Period.

In order to operate 100 percent, companies must use the application PeduliLindungi. Access to the PeduliLindungi application can be given to industrial companies or industrial estate companies that receive recommendations from the Ministry of Industry.

To obtain the recommendation, industrial companies/estate must submit an application through the SIINas portal accordance with the application guidelines.

Must have an active IOMKI

“The requirement is that industrial companies/estate must have an active IOMKI,” said Minister of Industry Agus Gumiwang Kartasasmita.

In order for IOMKI to remain active, SE Minister of Industry 5/2021 stipulates that industrial companies and industrial estate companies are required to submit reports on the operational implementation and mobility of industrial activities. As well as the use of the PeduliLindungi application periodically once a week, every Friday. This rule will come into effect on September 10, 2021.

In submitting reports on the operational implementation and mobility of these industrial activities, industrial companies and industrial estate companies are required to state that the data or information reported is correct and willing to be subject to administrative sanctions in the form of revocation of IOMKI.

This revocation is carried out if there is a discrepancy in data. Or information related to the implementation of the Covid-19 health protocol. Which is stated with conditions in the field.

In more detail, the administrative sanctions given to companies are in the form of a written warning. Or suspension of IOMKI if the company does not submit reports three times in a row or three times in one month after receiving a written warning.

Meanwhile, the revocation of IOMKI is carried out if the company does not stop operational activities when the permit is frozen. Or does not submit a report in the next period after it is frozen.

IOMKI can also be revoked if the company has been sanctioned with license suspension twice or found discrepancies between the report and its implementation in the field.

Apply for recommendation to be able to operate 100 percent

The procedure for submitting a PeduliLindungi recommendation application is as follows:

1. Industrial companies or industrial estate companies login to the SIINas account (siinas.kemenperin.go.id);

2. Then click e-Services and click Operational and Mobility Permits, click Recommendations for PeduliLindungi;

3. Next, fill in the form that appears on the screen, followed by clicking Save;

4. After the application is validated by the system, the company can print a recommendation for access rights to use the PeduliLindungi application by clicking Print. For factory access conditions, it is based on the color status of the scan results in PeduliLindungi.

Green scan results show the worker has been vaccinated twice or the PCR test result is negative within 2×24 hours, or the non-reactive antigen test is within 1×24 hours, and is healthy. This indicates that employees may enter the factory.

Yellow color indicates a person has been vaccinated once or is a Covid-19 survivor under 3 months, and is in good health. They are also allowed in. The red color is for those who have not been vaccinated but are in good health so they can enter. Finally, black is for those who are confirmed positive, or in close contact, or in an unhealthy condition, so they are not allowed to enter.
